There are hundreds of vertical industry defined XML business documents (quotations, orders, invoices, etc) that thousands of developers spend millions of man hours recoding into electronic forms. The same form may be developed multiple times by an organisation for delivery over different modalities or through different channels. Vertical industry bodies release new versions of their XML vocabularies, companies bring out new products or change existing ones, governments change regulations. Many forms have to change frequently. Change is expensive and time consuming. [Examples from Center for Disease Control and UK Life Assurance industry] So What To Do? Cunning use of existing W3C standards (+ one other) makes achievable the timely, and cost effective development and maintenance of useful electronic forms.
