i think even if it is virtually impossible that two authors can agree on what is a good website, it should be possible to list a number of practices that most people can agree on that they are good or bad.

or at least if someone comes up with a list of "does" and "don'ts", an author can pick the practices she or he thinks are good and avoid those that she or he thinks are bad.

i have started such a list at web_publishing.html and there are similar documents around, including style guides of some departments at the ETHZ.
